Lincoln Park


Project Status: Design/Cultural Review

Project Overview: Lincoln Park Mini Master Plan was completed in February of 2016. The plan called for over $1.6 million dollars of restoration to the park, including addressing safety, programming needs and accessibility. Design for the Phase 1 of construction, referred to as, Lincoln Park's "Places to Play" project is underway. Lincoln Park is one of four qualifying parks for the Grand Avenue Parks Fund. The fund is part of the larger St. Louis River Corridor Project supported by the 1/2 and 1/2 tax fund. This specially designated funding will provide "destination-level" investments to qualifying parks. The Grand Avenue Parks Fund invests in community partnerships with user groups and residents to co-create and co-manage outdoor recreation experiences in the neighborhoods along the corridor.

Phase 1 of construction will take place over the 2019 construction season. The work will commence after the completion of a separate FEMA Miller Creek Restoration Project which will take place in August-September of 2017 and spring 2018.  The FEMA project will address damages from the 2012 Flood.

Highlights from the Phase I Construction Project will include:

  • Restoration of the Stone Pavilion
  • Relocation, expansion and reconfiguration of the playground and picnic area
  • Vegetation restoration & landscaping
  • Parking Lot
  • Walkway circulation and lighting

Project Update: City Staff are completing the environmental and cultural review for Lincoln Park in partnership with the State Historic Preservation Office. Design continues.

Funding Source: $550,000 in 1/2 and 1/2 Tourism Tax funding, $50,000 US Bank Places to Play Grant, $50,000 Super Bowl Legacy funding, $85,000 local match funding from Essentia Health, St. Luke's Hospital, Maurices and Minnesota Power, and $750,000 National Park Service Outdoor Recreation Legacy Partnership Program grant.
