Doing Business with the City of Duluth

The City purchases goods and services in a variety of different ways depending on the estimated cost and type of the purchase.

$5,000 or less - goods/services may be purchased directly by the departments.

Under $150,000 - goods/services are purchased through an informal quote process. Contractors and suppliers who want to be added to the bidder's list for purchases under $150K are encouraged to contact the Purchasing Office.

Over $150,000 - purchases must be conducted through a formal sealed bid process. Solicitations for formal sealed bids are posted on the Bids and Request for Proposals page.

Professional services, such as architectural and engineering services, are not required to be competitively bid, although a Request for Proposal process is often used.

Supplies and services may also be purchased using the State of Minnesota Materials Management Division contracts.  Information on becoming a supplier for State contracts can be found here.

The City encourages local businesses, especially minority and women-owned, to compete for City contracts.  If you have questions about the process, please contact the Purchasing Office.

The City requires a bid bond of 5% for formal sealed bids, proof of general liability, auto, and worker's compensation insurance for any work performed on City property, professional liability insurance for most consulting work, and performance and payment bonds for construction contracts over $25,000.
