Requesting Review of your Stormwater Fee

Effective management of stormwater runoff through a properly constructed and maintained storm sewer system enhances quality of life within the community and is necessary for public health, safety and general welfare. The City's stormwater management system benefits and provides a service to all property in the City. Assigning costs and making charges based upon expected stormwater runoff through impervious surface calculations cannot be done with mathematical precision but can only be accomplished within reasonable and practical limits.

The City of Duluth's stormwater utility was established in 1998. Improved properties within the City are classified as either "residential" or "non-residential". Residential properties are billed based on the number of dwelling units on the property. Non-residential properties are billed based on the square footage of impervious surface on the property.

Engineered stormwater Best Management Practices (BMPs) can be installed to reduce stormwater fees on non-residential properties.  If you have copies of these plans, please mention this in the comments below.
