Employee Assistance Program


The City of Duluth, The Duluth Housing Authority and The Duluth Airport Authority support the wellbeing of our employees and their family members by providing an employee assistance program (EAP).

Challenges arise in our lives that may negatively impact us both at home and in the workplace. We encourage you to seek confidential assistance and support through your EAP. This is at no cost to you.

Beginning January 1, 2016 you may contact Sand Creek Workplace Wellness for help with:

  • Relationship concerns 
  • Work related issues
  • Alcohol and chemical use problems
  • Coping with loss and grief
  • Depression, anxiety, and suicidal thoughts
  • Financial, debt, or gambling problems
  • Parenting or eldercare questions
  • Other work or personal concerns

Bob Lyman MS.ED, LICSW, SAP is the Director of the Duluth office. He provides short term counseling & referral, substance abuse assessments, Critical Incident Stress Management, and employee training.

Dr. Katherine Speare, Ph.D. Licensed Psychologist, is also available for short term therapy & referral.

Sand Creek is a national & international EAP that provides services locally, with over 10,000 affiliate providers.

Identify yourself as an employee and an EAP counselor will assist you.

24-Hour Telephone Crisis Intervention: Should an emergency occur, help is available 24 hrs/day and 7/days a week, including weekends and holidays. You will speak with a licensed counselor.

Confidential:  Your use of EAP services is private and confidential.

Free: Employee Assistance provides assessment, brief counseling, and referral services for you and your dependents at no cost to you.

Professional: All of the Sand Creek counselors are highly trained, experienced, and licensed. Financial counselors, legal consultation services, and eldercare specialists are also part of the EAP service network.

Family Coverage: Dependents of employees are eligible for EAP services. This includes college students living away from home.

Web Advantage: is a special website connecting you with resources for Work-Life balance. A brochure outlining this program will be distributed in December of 2015.

We are pleased to offer the Sand Creek Workplace Wellness Program to you and to your family.  We encourage you to seek their support and utilize their resources when difficult situations arise at home or in the workplace. The Employee Assistance program is free, professional, and confidential.
