Duluth Workforce Development Board

The Duluth Workforce Development Board identifies and aligns workforce development strategies to meet the needs of Duluth area employers and job seekers through comprehensive and coordinated systems.
An engaged and diverse workforce, where all individuals, regardless of background, have or are on a path to meaningful employment and a family sustaining wage, and all employers are able to fill jobs in demand.
Duluth Workforce Development Board
The Duluth Workforce Development Board provides strategic guidance for the broad partnerships that make up the local workforce development system – a “one-stop” service delivery system for area jobseekers and employers. The collective goal is to build a workforce with the skills employers seek, in order to help strengthen and maintain the area’s economy. Employers benefit by hiring workers with the skills they need for business success; workers benefit by achieving and maintaining economic self-sufficiency for themselves and their families.

Local Board Responsibilities

The Local Board is responsible for developing a strategy to continuously improve and strengthen the workforce development system.  The Local Board’s role is to develop a comprehensive high quality workforce system through collaboration with its workforce and education partners that supports continuous improvement in the area of employment, training, and education programs and promotes economic growth that is aligned with achieving the goals of the State Strategic Plan. Local Board functions include the following:

  1. Conduct Workforce Research and Regional Labor Market (LMI) Analysis
  2. Convene Stakeholders and Leverage Resources and Expertise in the Local Area
  3. Facilitate Employer Engagement
  4. Provide Program Oversight
  5. Assist with Negotiation of Local Performance Accountability Measures
  6. Designate & Certify One-Stop Operators and Assist with Selection of Providers
  7. Approve Eligible Training Providers
  8. Conduct oversight for local youth workforce investment activities
  9. Provide Budget and Administrative Oversight
  10. Develop and Implement Career Pathways Strategy
  11. Promote Proven and Best Practices
  12. Promote Use of Technology
  13. Conduct Assessment of One-Stop accessibility for individuals with disabilities.
  14. Leverage Resources and Capacity

Board Meeting Schedule:

The Duluth Workforce Development Board meets on the 3rd Monday of each month from 3:00-4:30 PM.  Meeting dates and times may periodically change due to holidays or other factors.  To confirm time and location of a meeting, please call Paula at 218-730-5241.


As required by the Workforce Innovation and Opportunity Act (Public Law 113-128) and Duluth Workforce Development Board bylaws, the composition of the board shall include:

  • 51% representatives of local businesses;
  • 20% workforce representatives, including at least two labor union representatives, as well as community organizations and representatives of organizations that serve youth;
  • At least one provider administering adult education and literacy activities;
  • At least one representative from an institution of higher education;
  • At least one representative from economic and community development entities;
  • At least one representative from the state Employment Service office;
  • At least one representative from Vocational Rehabilitation Services.
