Call to Order: President Brisset call the meeting of the Duluth Public Library Board to order at 4:36 pm on Tuesday, September 23, 2014. On a motion by D’Allaird, seconded by Oswald, the agenda was approved as amended.

Minutes: On a motion by D’Allaird, seconded by Oswald, the library board minutes of the regular meeting of August 26 were approved as drafted.
Friends of Duluth Public Library - PowersNo report
Duluth Library Foundation - D’AllairdWritten report was reviewed. Bogue asked for clarification on funding from the Foundation.
Manager’s Report - PowersWritten report was reviewed. Teen space is a hit. Seed library was contacted by state agriculture representative, and there is a meeting scheduled to discuss his concerns. One concern is the law regarding germination testing, labels on the packets, and agro-terrorism. One Book One Community voting has closed; kudos to Patra for her work on the project.
Main library needs assessmentMinutes from the MSR meetings were reviewed. The purpose of the meeting was envisioning the new/remodeled facility and looking at samples that are comparable to the Duluth community. Citizen steering committee will also review the minutes. The committee seems a good mix of community members and they are concerned with a variety of issues. Mayor Ness also wants the library to become an economic driver in the community. Other highlights from minutes included staff wanting privacy in offices to have difficult conversations with employees, office space for community members (like MNsure), promoting lifelong learning, and how to maintain the collection mix to maintain a balance of electronic, print, and audio books.
By-laws revisionDiscussion on having the Vice-President take meeting minutes instead of library administrator. Discussion on rewording the administrator’s responsibilities to include preparing agenda and giving due notice of meetings. There was discussion about naming administrator as an ex-officio member on the board. Voting was tabled until new revisions are made.
Board membershipPrintha has resigned from the board as she is moving out of town in the near future and needs to focus on selling her house. Discussion on a new member and a joint membership with the Friends. Bogue suggested finding someone from the Citizens’ Steering Committee to join both groups. Other options included a library board member joining the Friends, or asking a Friend to join us.
News clipping folder was passed around. Bogue shared an article entitled “The Library Wants to be Your Office.” Reinforces the idea of more meeting space in our “new” building. Bogue shared a website of a seed library that was closed in PA by the state department that has a petition that mentions the DPL.
Budget hearing on Monday, October 27, 2014 at City Hall. The finance committee meets at 5:30, Council starts at 7 p.m.
