Library Board Meeting Minutes: October 28, 2014

Call to Order: President Brissett called the meeting of the Duluth Library Board to order at 4:30 pm on Tuesday, October 28, 2014. On a motion by D’Allaird, seconded by Katz, the agenda was approved as amended.

Members Present: Sandy Scheiber, Jane Brissett, Virginia Katz, Dan D’Allaird, Megan Oswald, Matt Rosendahl

Also Present: Library staff member Jocelyn Baker, Carla Powers, citizen Bryan Olson

Absent: Frank Jewell, Sister Edith Bogue, Peter Spooner

Minutes: On a motion by Katz, seconded by D’Allaird, the library board minutes of the regular meeting of September 23 were approved as drafted.

 

 Reports:

Friends of Duluth Public Library - Powers
Written report was reviewed. Congratulations to Jessica Douglas on her “Own it, Solve it” award. 

Duluth Library Foundation - D’Allaird
Written report was reviewed. Foundation had a retreat and decided to set a fundraising goal of $125,000. The group met with a consultant on how to get close to that goal. 

Arrowhead Library System - Brissett
Written report was reviewed.

Minnesota Library Association Conference - Brissett
Written report was reviewed. North Mankato’s “One Book, One Community,” is a great program in a small community. Their marketing approach can teach us as well.

Manager’s Report - Powers
Written report was reviewed. 

 

Old Business:

Main Library facility plan update
MSR consultants were here 3 weeks ago to meet with mayor and city planner to map out floor space. Our collections proportion (30%) is much higher than comparable libraries. Public meetings should be happening in November. 

By-laws revision
Revisions were reviewed before the vote. Motion to approve made by D’Allaird and seconded by Katz. Motion passed.

 

New Business:

New Member Introductions
Matt Rosendahl was accepted as the newest member of the library board. Introductions were made and we are happy to have him with us.

Liaison to Friends’ board
With Printha’s resignation, there is no link between the Friends and the Board. Friends meet at 4:45 on the third Tuesday, and they would welcome a Board member nomination. 

Review of 2015 budget
Carla’s budget presentation to the finance committee was highly touted. The councilors asked thoughtful questions, which is encouraging. Carla shared the budget slides with the Board. The staffing slide shows a 2.5 staffing loss due to retirements, but it is hard to forecast since the staffing study is not complete. There was room within the budget to hire a 66 day temp librarian in the summer to help cover the staffing loss. Book budget (capital outlay) has been flat since 2011. Revenue from fines is going down, which is bad for the budget but good for the library. Mobile library will be extended to home daycares. Programming has been a huge benefit to the library - maybe consider surveying participants. Bogue and Brissett spoke on behalf of the library as well.

Seed Library Overview
Carla and Jocelyn Baker presented at Minnesota Library Association Conference about the set-up and launch of the seed library. They focused on the education aspect of the library and teaching everyone they can plant and save seeds. The library also sponsored workshops and speakers focused on soil and planting. They also utilized social media to get the word out about their library. The seed library also partnered with the city’s Parks and Rec department to grow plants outside of the library which they returned in the fall to harvest. Seed library is currently in violation of law, and the library is working with the Dept of Agriculture to come up to code. Hope is to change the law to allow for smaller scales of seed sharing and therefore not relying on corporate seed donations (like Seed Saver’s Exchange).

Bryan Olson
A member of the Anoka community came to our meeting to observe the proceedings and had a few comments regarding the open meeting laws. 

 

Communications/Correspondence:

News clipping folder was passed around. Brisset shared articles from the Duluth News Tribune and the Northland News Center regarding the seed library, the One Book, One Community, and Read for the Record.

 

Adjournment:  The meeting adjourned at 6:03 pm. The next meeting will take place on Tuesday, November 25, 2014.
